20th Century Fox refused to give the movie spinoff the green light, as they believed Sutherland did not have enough time to complete filming during TV drama Touch's hiatus between seasons.
"It didn't work out right now. Everyone is trying to figure out how to do it next year," the source told The Wrap.
The source added that a new script may be written for the project, after the original was penned by Billy Ray and Mark Bomback.
Kiefer Sutherland recently admitted that the film could be delayed until at least 2013.
He told talkshow host Jay Leno: "We finally got a script to a really amazing place, and unfortunately - because of my schedule - we're trying to fit a lot of moving parts... and trying to find the right slot to do the film in.
"We're still trying and if we don't get it into this slot, we'll do it next year."
