The 25-year-old actor, who plays Sydney nightclub boss John Ibrahim in Australian crime series Underbelly: The Golden Mile, was announced as the winner of the women's publication's competition at a party in Sydney last night.
Shortly before the announcement, Dirani told AAP: "I'm the outsider, I'm a long shot, they'll never give it to someone like me."
After winning, he said: "It's exciting. I'm happy just to be in the top 50, that was good enough for me. The whole thing is fun. It's good to be part of things like this. It's fun and games."
Dirani added that he expected celebrity chef Curtis Stone to win.
Other finalists included Home and Away actor Luke Mitchell, athlete John Steffensen, TV presenter James Tobin and Neighbours star Samuel Clarke.
