"I just heard about [the wedding]," Lochte has now told People.
"I didn't even know she had a boyfriend until someone told me after I said I had a crush on her."
However, he added that the news of the nuptials is "great" and said: "I just want to congratulate them and wish them the best."
Lively's ex-boyfriend and Gossip Girl co-star Penn Badgley recently described news of the wedding as "fantastic" and said: "I couldn't be happier for her."
